Do not start the farm less than 15 seconds before turning off the farm.

Build

It is recommended to build above an ocean distant from land to force portal generation in the air without extra clearance.

Ensure the Nether side is chunk aligned based on the chunk markings in blue glass (markings do not need to be built).

Ensure the bottom block of the lower portal on the Nether side is lower than y65.

Use the Nether side to generate the Overworld portal by throwing items in and quickly disable it with a water bucket. See

Ensure the temporary Overworld portal is linked to the top portal on the Nether side.

If the portal spawns underground, flood caves in a 3x3 chunk area to force correct generation.

Once a forced portal has been generated in the air, align the top portal blocks in the Overworld schematic to the top of the forced portal and ensure the chunk markings in the schematic align with a chunk. The Overworld schematic should be exactly on top of the surface of the ocean.

Build the Overworld side, align the boats with chickens, and summon the withers as shown in

Prefill box crafters and place one or more obsidian into its respective barrel on the Overworld side before starting the farm.

Ensure the Nether side dropper has 15 obsidian items and that no non-obsidian items are present in any hoppers or droppers.
