For max efficiency, some form of water breathing is needed (conduit/nautilus). However, without this, rates bone meal efficiency are only reduced by ~2%.
Build

This farm is directional, do not rotate.

Must be built in a Warm Ocean biome.

Avoid placing any full blocks within ~2 blocks of the coral growth spots, as it slightly reduces bone meal efficiency.
Usage

Hold a Silk Touch, non shears tool in your main hand and fill your inventory with filler items.

Flick the lever to toggle the farm.

Enter the water and aim straight ahead.

If you don't use water breathing, stand underneath the slab outside of the water, in the middle of the block and aim straight ahead.

Attack continuously at an interval of 1gt (0.05s).
